Well!!!!!!!!!! Could you be a bit more clear?????????????????

My best guess based on your statements:
it has a small basement with a newer cement wall put in with dirt about 4 feet of dirt???

You have a basement 1/2 dug out. Common in the neighborhood where I grew up.

what is this can i break up cement block and digg out dirt ???not all cement blocks just enuogh to get in there and get dirt out ???

I don't really know what you are saying but, overall, no, you cannot just dig out the dirt because there is no basement wall in the crawl space and you'd actually undermine the foundation. That would be a mess of monstrous proportions.

the rest of the basemnt is about 10 ft by 10 ft holds furnace water heater and well pump!!!also the cement stairs are crumbling badly ,,, but why would leave that area filled with dirt like that and cement block it up???

Based on my understanding, the simple answer is to save money.

i dont want to find any bodies!!!!!!!!!!!!!!!! just neeed space down there lolololol all is cemented up except for a 2 ft by 2 ft square hole ?????

Don't get the hole. Best guess is a sump hole or sewer access somehow but you don't make clear what is cemented up or where the hole is. And I can't say about the bodies either.
yes david you are right,,, was orginal foundation ,,,,,,, inspector
says so ....thank you all again!!!!!!!!!!!!!!
This sounds like a barrier wall to keep the original foundation in place. Do nothing until you have a structural engineer look at it.
Diane
yes diane you were right on they said not to dig into it ,,,,it was indeeed the orginal foundation ty diane!!!!!!!
