"What Phil said! I would do a coat of BIN (Zinsser) let dry, sand lightly and do one more coat. Shellac has been stopping tannin bleed for 100s of years! (BIN is white pigmented shellac, )"

"I use shellac quite a bit, I would not put it on a floor or top it with poly. You will have failure. Your big box stores that carry gals. of shellac is not de-waxed. You can get Clear Coat that is de-waxed but it is a 2lb. cut. Good luck."

"In the mid to late 1800s a lot of Distemper" paint was used. Mostly for decorative work but in the late 1800s there was also an oil distemper. And as Robert Wood said, calcimine was generally ceiling paint. But distemper (rabbit glue stuff) was…"

"You can wash what you can off, then apply Zinsser Gardz. It will lock down any issues. You can then patch if needed, prime and apply paper."

"Actually, to add a bit, your walls/trim are probably/could be lead paint. If so, the lead leaches through just about all paints in time. Check it first before doing any sanding. You can buy acrylic "encapsulating" primer that will lock it…"
